The Scope of Role
- This role will lead or manage the setup and scale-up of all emergency response logistics functions and responsibilities and will manage logistics staff.
- This role will support the Humanitarian Team Leader and other members of the senior management team on the best use of Save the Children’s resources.
- The role includes logistics support with a broad spread of programmes, staffing, thematic interventions, and complexity. As such, the role may include remote management, management of multiple field bases or direct line management of a large single project or function.
- The post-holder will learn lessons from each assignment to help improve future practice.
- The main responsibilities of this post may vary according to the terms of reference for each assignment. The post-holder is likely to undertake senior deployments such as Country Supply Chain Manager or Emergency Response Logistics Manager.
Key Areas of Responsibility
- Management of all programme logistics; develop/implement the country logistics policies and procedures for the management of the supply chain, including procurement, transport and distribution, warehousing and stock management, and for the management of vehicle fleets, communication systems, and assets
- Ensure that Save the Children minimum standards of logistics procedures and country policies are implemented and adhered to throughout the programme, briefing and supporting relevant staff as required

- Significant management experience (minimum of 5 years) prior NGO experience in logistics management, within a complex/large scale country programme and in emergency response/humanitarian environments
- Substantial experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
- Experience in developing/implementing a complex international supply chain to support different types of programmes, and coordinating resources to meet the programme objectives

Humanitarian Child Protection Manag

Role Purpose
- The Child Protection (CP) Manager will be based in Borno and is the sectoral manager of all child protection implementations in the Humanitarian Response, NE Nigeria.
- The overall aim of the CP Manager is to manage the CP team and ensure CP interventions in line with Save the Children and donor guidelines.
- Including assessment, design and managing staff to initiate quality interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect.
- The post holder is responsible for ensuring that quality programmes are implemented and capacities developed to provide these kinds of protection to children in a range of Save the Children’s emergency responses in NE Nigeria.
- The post holder is expected to support on assessments and proposal writing and is responsible for programme reporting, programme design, capacity building of staff.
- The manager will support in the development of the sector strategy and will represent Save the Children in coordination groups and support fundraising, recruitment and procurement.
Key Responsibilities Include
- Manage team of child protection, case management and child protection information management teams.
- Lead on child protection assessments and implementation using Save the Children assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit adapting the tools as necessary. The manager will coordinate with other Save the Children thematic areas to ensure integration, attend and be active in the Child Protection Working Group, and other external sector agencies.
- Integrate quality child protection programming throughout the response and across sectors in the NE. Including in the areas of:
- Emergency family tracing interventions and alternative are options for unaccompanied and separated children, utilizing tools within the Inter-Agency Child Protection Information Management System;
- Prevention and response to child recruitment including advocacy and disarmament, demobilization and reintegration initiatives;
- Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV);
- Prevention and response to the main risks for children’s exposure to physical harm;
- Prevention and response to all forms of exploitation including harmful child labour and child trafficking; and
- Integration of child protection in to other core sectors.
- Ensure quality delivery of programme activities, for example, monitoring against log frames and reporting on the BvA.
- Preparation of timely programme and donor reports for child protection project activities in compliance with internal and external requirements.
- Working closely with the human resources team, identify child protection staffing needs for the emergency programmes, and facilitate rapid recruitment, induction and training of new staff.
- Identify child protection programme supply needs and work with logistics team to put in place a sensibly phased procurement plan.

This may involve taking the lead in the Child Protection Working Group, cluster and/or sub-groups.
- Take steps to document lessons learned for wider dissemination.
- In collaboration with senior programme staff, play a lead role in child protection advocacy activities targeting decision-makers.

Scope of Role
- The Education Manager will act as the operational and technical lead on all education-related matters for the Northeast Humanitarian Response.
- He/she will be expected, with limited support, to lead on education-related assessments, programme implementation and closely work with the head of Education on to inform new programme design and implementation at proposal and strategy level, as well as support on fundraising, recruitment and procurement, liaising and linking with other sectors as appropriate.
- In addition, the Manager will oversee the monitoring & evaluation of educational activities and take the lead on the education cluster coordination.
- The Education Manager will also be expected to play a leadership role within a response team, supporting and building the capacity of colleagues.

- The Education Manager, working with the Response Team will:
- Expand the Education Program Strategy for Northeast Nigeria;
- Prepare and oversee programme implementation to ensure timely delivery of programme activities, including monitoring against log frames and budget, individual performance management work plans, identifying programme supplies needs and coordinating with the logistics team to put in place a sensible phased procurement plan.
- Programmes to develop and implement may include:
- Literacy and Numeracy/ Remedial or catch-up Education programming
- Creation of additional learning spaces to serve the Internally Displaced Persons (IDP) and host community members.
- Outreach meetings in the camps and host communities (specifically targeting children/youth, parents, caregivers, other duty bearers) to build a better understanding of family/community priorities and responsibilities for education.
- Teacher education/ training workshops on pedagogy, Literacy, Numeracy and Wellbeing as per the SCI Quality Education framework.
- Comprehensive School Safety to ensure that children are learning from a safe and protective environment.

- In close collaboration with other sector Managers, ensure Education Strategy efficiently integrates with other sector approaches, ensuring holistic child development across sectoral lines (Child Protection, Child Rights Governance, Livelihoods, WASH etc.)
- Contribute to and ensure quality implementation for education programmes and donor reports are in compliance with internal Save the Children requirements and any relevant external donor requirements.
- Works closely with the HR team, lead in identifying Education staffing needs (national and international) and ensure rapid recruitment, induction and training of new staff
- Ensure child participation principles are institutionalized within education programming.
- Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Standards, INEE and Red Cross Code of Conduct.
Operational Planning:
- Provide humanitarian level lead in planning, development of detailed implementation plans, phased budgets, implementation, monitoring, documentation and reporting for an education program.

- Effectively support the program staff and partners in developing annual plans, in line with education Program design and Save the Children International planning guidelines.

Finance and Budget Management:
- Manage the Program budget in coordination with the team leader and Finance Manager.

- Develop education program monitoring tools and work with the M&E and Assessment Officer to monitor education programming; Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.

- Participate in the partner’s capacity assessment and identify capacity building needs for the education Programming

- Monitor and follow up the implementation of the agreed work plan and budget to ensure that the program objectives are being realized in accordance to the program and partnership agreement and take the necessary actions for any identified deviations.
- Undertaking partners’ capacity assessment in order to identify capacity gaps and areas of support that the partners will require for effective implementation of the program.
- Undertake visits to the partners on both programmatic and operational support.
- Ensure timely, accurate and high quality financial and programmatic reporting by the partners and take corrective actions for any non-compliance by the partners.
- Save the Children is a dual mandate organisation and as such the Education Manager is also expected to support the ongoing development work of the Nigeria CO as the workload and needs allow.
